Policy of the government of the Republic of Vietnam towards the Hoa community in Southern Vietnam in the economic field (1955-1975)
Abstract
This article analyzes a number of measures taken by the government of the Republic of Vietnam on the Hoa community in Southern Vietnam in order to gain economic sovereignty from the Hoa. The author argues that, although the government of the Republic of Vietnam, in its many efforts to radically address the Hoa community's manipulation of the Southern Vietnam’s economy, but the participation in regulating the economy South Vietnam's economy is still mainly in the hands of the Hoa, with support from the Republic of China. Moreover, the interactions from external forces such as the Republic of China, the Democratic People's Republic of China and the Democratic Republic of Vietnam had made it difficult for the policy of the government of the Republic of Vietnam applied to the Hoa community in Southern Vietnam to become a reality, the success of the policy is only the statistics of: the number of Hoa people who were not allowed to practice some professions that the government of the Republic of Vietnam forbade in Decree No. 11, or some economic organizations of the Hoa community were dissolved. The economic influence of the Hoa in Southern Vietnam still permeated the society of the Republic of Vietnam.
